Project title “ Counterfeit medicines and organised crime: identification of good law enforcement practices in Europe – Pharmacrime” (Budget : 160.000 Euros)

This project aimed at increasing awareness on the risk of counterfeit medicines and identifying good practices in the field of investigations against counterfeit medicines and reinforcing European networking among EU and other partners involved in the fight against counterfeit medicines.  The project was implemented by EUCOJUST in partnership with the French National Judicial Customs (SNDJ), the German Criminal Customs (ZKA), the UK Regulatory Agency for Medicines (MHRA) and Sanofi.  A conference was organised in Brussels in September 2010  gathering representatives from all Eu countries and several neighbouring countries. Eucojust ensured overall coordination and implementation of the project as well as financial management. The project received financial support from Sanofi and from the European Commission (Home/2009/ISEC/AG/126). This project is now closed.  It was assessed and rated as “excellent” by the European Commission.

Project title : « European training for investigations against pharmaceutical crime - Trainpharmcrime” (Budget: 610.000 Euros)

The project aims at improving the operational capacity of enforcement officers in the field of counterfeit investigations. It also aims at harmonizing the approaches at EU level in view of facilitating EU cooperation and increasing effectiveness of international investigations. The project will run over three years and will implement theoretical and practical training each year for a European enforcement officers. The project will also identify harmonised investigations methods and training. The project will be implemented in 2012-2014 by the German Federal Police (BKA) in partnership with Eucojust (Belgium). BKA is responsible for overall project and financial management whereas Eucojust is responsible for coordination and cooperation among partners. Other partners include the International Institute for the Prevention of False Medicinal Products (France), the Austrian Security Academy (Österreichische Sicherheitsakademie – SIAK - Austria), and the UK Medicines and Healthcare products Regulatory Agency (MHRA).  The project will be funded by the BKA and the International Institute for the Prevention of False Medicinal Products. The European Commission (DG Home) accepted to co-finance this project (JLS/2010/ISEC/FP/1).

 

Project title: "Detection and analysis of suspicious illicit financial operations: identification of best European practices for FIUs inter operability - FINACRIME” (Budget: 140.000 Euros)

The objective of the project is to identify join recommendations to improve cooperation among  European Financial Investigations Units (EU FIUs) with a view to increase the effectiveness of the fight against financial crime in EU. The project will organise two seminars gathering all European FIUs. The seminars will adresse issues such as criteria for inter-operability among FIU and oportunities for improvement, multi juridictional financial investigations; information exchange between FIUs, etc.; EUCOJUST will be responsible for the overall implementation of the project. The project will be implementedin prtnership with  the FIU from Belgiu (Cel voor Financiële Informatieverwerking/ Cellule de Traitement des Informations Financières CTIF-CFI),  France (Traitement du renseignement et action contre les circuit clandestins -TRACFIN), Finland (National Bureau of Investigations), and UK (Serious Organised Crime Agency - SOCA).   

 

Project title „Harmonisation of Investigation methods against falsified medicies sold over the internet - PHARMACRIME 2011“ (Budget: 130.000 Euros)

The objective of the project will be to improve effectiveness of investigations against fasified medicines sold over the internet and to harmonise investigation methods at EU level.  The project will organise  one conference in Paris for investigators from EU countries. The conference will be structured arroud 4 workshops each of them presenting a case study of an internet investigation. Participants  will be invited to discuss and share their views on good best practices to fight this illicit trade. The conference will identify a number of practical recommendations. The finding of the project will feed the project TrainPharmacrime (see above).  Eucojust will coordinate the project (organisation  and implementation, financial management and coordination of partners).  The "International Institute Against Counterfeit Medicines  - IRACM“  will co-finance and support the organisation and implementation of the conference and its workshops. The other partner are the French Gendarmerie (Office Central de Lutte contre les atteintes a l'environement et a la Sante Publique  OCLAESP), the UK Medicine and Healthcare Products Regulatory Agency (MHRA), the German Judicial Customs (ZKA), the Italian Medicine Agency (AIFA) and ICPO INTERPOL.
